The helicopter will be in "Test Drive Mode".

GET THE DASHBOARD VIEW:
AFTER YOU SELECTHE TRACK AND ARE IN THE CAR SELECT SCREEN, WHEN YOU HIT RACE ---- PRESS UP + TRIANGLE + X ---- HOLD THESE BUTTONS THROUGH THE LOADING SCREEN, AND WHEN THE SCENERY APPEARS, RELEASE THEM, NOW WHEN YOU GO TO THE IN CAR VIEW, THERE WILL BE A DASHBOARD THERE.

TURBO MODE:
To have Turbo Mode, you must have done the Dashboard cheat. Once you've accomplished getting the dashes, quit the race. Do all the steps again to get the dash. This time when you get into the car, your should see a dashboard but something more. Once the race starts, hit accel and then press your horn (UP) and then your car should go turbo (twice as fast as it did before), once you release the up button the turbo is off, you can always press up for turbo, it is unlimited and it stays in the game in any mode until you turn it off.

Easier Tickets:
Enter Hot Pursuit Mode and choose a cop car. When the game starts hold L1 and press UP to turn off the sirens. The person speeding will slow down. When you've cought up to him turn your sirens back on (L1 and UP) pull him over.

Easy Money:
After buying your first car, go to two player mode and select High Stakes. It will ask if you want to save, say YES. After accessing memory slot one, it will ask for memory card two. Take the card out of slot one and put it in slot two. The game will think it's a different card and will duplicate your car. Now all you have to do is beat yourself and sell the car you won.

Headlights and Turn Signals:
While racing, hold L1 and press LEFT or RIGHT for the blinker. Hold L1 and press UP for the headlights. Hold L1 and press DOWN to turn on your hazard lights.

Heavy Car:
Before the loading screen appears to load your next race, press START to load the game and immediatly after, press and hold LEFT + SQUARE + CIRCLE. Continue to hold the buttons until the loading screen disapears. You will now be able to knock over other cars easily when bumping into them.

Drunk Mode:
Pick a car and start a race. Immediately press Up + L2 + R1 and hold through the loading screen. The screen will now be blurred as if you were drunk.
